<br />The Selected Project <br /> <br />The ALDC has decided to proceed with Alternative 2. The head gate structure off the <br />GVIC canal will be replaced, and the ditch will be placed in a pressurized plastic <br />pipeline with taps for water users. The design will be for 5 cfs, and will include <br />measuring devises at all turnouts. <br /> <br />The NRCS letter approving the project, and the NRCS Assistance Notes on design are <br />included in Appendix B. <br /> <br />Water Rights <br /> <br />The Appleton Northwest Lateral (ML 369) & Drainage Corporation is a carrier ditch that <br />receives water from the Grand Valley Canal (Grand Valley Irrigation Company or <br />GVIC). The GVIC owns all the water rights, and individual owners of GVIC stock <br />receive water through the system. One share of GVIC stock relates to 0.4 miners inch <br />or about 4.7 gpm. (One Colorado miner's inch equals 11.69 gpm.) Stock ownership in <br />the GVIC is considered a personal property right, not tied to the land. <br /> <br />The Articles of Incorporation of the ALDC specify that property ownership in the lateral <br />service area, and holding of GVIC water shares, along with payment of assessments, <br />provides for membership in the corporation. There are currently 28 GVIC shareholders <br />in the ALDC, holding 248 shares of water relating to a required capacity of <br />approximately 5 cfs. <br /> <br />Water users on the ALDC system pay assessments to the GVIC at the rate of $164.89 <br />for the first GVIC share, and $8.53 per share for each GVIC share after that. Those <br />same water users also pay assessments to the AlDC for running water from the ALDC <br />head gate to their property. The rate required to cover maintenance costs is $100 per <br />member.
