<br />Permitting <br /> <br />All easements and rights of way have been arranged for. <br /> <br />The NRCS evaluated the project with regard to wetlands and historic preservation. It <br />was determined that the project will not affect wetlands. <br /> <br />Financial Plan <br /> <br />The total cost of the selected project is about $248,667. Approximately 65% <br />($161,633) will come from a cost share agreement through the USOA-NRCS, and 35% <br />($87,033) is available from a loan from the Colorado Water Conservation Board. This <br />amount will be financed over a 30-year period, at 4%. The annual loan payment will be <br />approximately $5000, or about $200 per member. <br /> <br />The USOA-NRCS cost share agreement is included in Appendix B. <br /> <br />The ALOC is in strong financial condition, and has no long-term debt. The ALOC <br />financial statements are found in Appendix o. <br /> <br />Collateral <br /> <br />1. The ALOC can offer a collateral interest in assessments collected from its members <br />to repay the debt, and the project itself, if approved of by the members. <br /> <br />2. The AlOC can offer one payment in a certificate of deposit account, to be held by <br />the State Treasurer, if approved by vote of the Board of Directors. <br /> <br />Institutional Considerations <br /> <br />The Natural Resource Conservation Service (NRCS) is providing technical assistance. <br />The Corporation members have agreed to this financing method by passage. <br /> <br />Opinion of Feasibility <br /> <br />The selected alternative is technically and financially feasible.
