)

3.0 COMPUTER MODEL DEVELOPMENT

The Consultant will evaluate the City's water rights portfolio based on the rights' diversion records
(obtained in Task 1.0) and the provisions of the City's transfer decrees. This data will be correlated
with a similar evaluation which was completed in 1987 by City staff and its legal consultant. The
purpose of this evaluation is to establish the operational parameters and constraints which control
yields to the City. For all rights owned by the City but not yet transferred, it will be assumed that
transfer conditions consistent with recent transfer cases would apply. For future evaluations, where
the possibility exists that the City could purchase additional ownership, it will be assumed that the
additional yields of these rights would be subject to the conditions imposed in current transfer
decrees .

Other rights on South Boulder Creek in which the City currently has no ownership will also be
evaluated. The assumption will be made that yield from such rights to the City would be at a rate of
60% of pro rata entitlement, unless a different percentage is justified based upon recent transfer cases
for those rights.

Based upon the physical and operational system information provided by the City and the water rights
evaluation discussed above, the Consultant will develop a flowchart, depicting the monthly operation
of South Boulder Creek water rights, as it directly relates to the City's water supply system. This
flowchart will provide the basis for designing a computer model to simulate the diversion,
conveyance, storage, and delivery of all City water supplies to meet current and projected future
demands under the three selected scenarios. The flowchart will be submitted to the City for review
and comment. The Consultant will then finalize the flowchart for City approval prior to commencing
inodel development.

The Consultant will then develop a computer model according to the approved flowchart to operate
the City's portfolio of water rights. Simulation of the City's system will be based upol! historic yields
over the 1950-1985 period of record (or later, if information is available) and three sets of water
demands: 1m, ultimate, and interim. For this analysis it will be assumed that the future demand
hydrographs will parallel existing monthly City hydrographs. These operations will be conducted on

A-3

196'l$.da_a.TXT
07\23\91 mJb
