..'

)

The Consultant will contact the District 6 Water Commissioner and the Farmers Reservoir &
Irrigation Company (FRICO) staff to ensure that the modeling approach is consistent with present and
anticipated future administration and policies of these parties. The further integration of the City's
water supplies into the present and future operations o(Marshall Lake is a key factor in assessing the
reliability of the City's water supply system. Involving FRICO in the development of the model
should reinforce its validity and should facilitate the development and analysis of potential options
between FRICO and the City, including a potential operating agreement similar to the Four Way
Agreement between ~RICO and Westminster, Northglenn, and Thornton (see Section 6.0).

2.0 IDENTIFY DROUGHT CYCLE AND EVALUATE SNOW PACK CORRELATIONS

The Consultant will review the flow data from the USGS gage on S. Boulder Creek at Eldorado
Springs for its period of record, 1896 to 1989. This information will be used as the basis for (a)
identification of drought cycle and (b) snow pack correlation.

(a) Identification of drought cycle.

The Consultant will define the low 12, 18,24, and 36 months of runoff from the
South Boulder Creek Basin measured over the period of record. From this
information, the Consultant and the City will jointly define the duration of drought to
be studied, and the recurrence interval for this drought, based upon its runoff during
the 1954-56 period.

(b) Snow pack correlation

The Consultant will obtain snow pack data available from the USGS at Ordell, or
some other appropriate measuring station in the S. Boulder Creek watershed. The
Consultant shall attempt to correlate measured depths of snowpack and ~ater content
measurements with runoff that has occurred in the period April I through July 31 of
each year at the Eldorado Springs gage. Results of this correlation will be reported to
the City as soon as possible aljer the completion of this task.

A-2

196'-dl_a.TXT
07\%3\91 Glib
