L' <br />- t=; <br />":..l <br /> <br />Re: continental Reservoir Dam Feasibility Study <br /> <br />Dear Chuck: <br /> <br />I am writing to follow up on our discussions in mid-December <br />regarding Water Conservation Board funding' of a feasibility study <br />of further repairs to continental Reservoir Dam. In June of 1993, <br />the State Engineer placed a storage restriction on Continental <br />Reservoir due to embankment seepage. The restriction prevents <br />storage of between 7,000 to 12,000 acre feet of water. The <br />feasibility study. is needed to determine the cause and potential <br />means to correct this embankment seepage. Until corrective <br />measures are taken, the state Engineer will not lift the storage <br />restriction on Continental Reservoir. A copy of the state <br />Engineer's order is attached. <br /> <br />As you know, in 1988 the Santa Maria Reservoir Company ("the <br />Company") borrowed $510,000 from the Water Conservation Board to <br />pay for feasibility studies and repair work to both continental and <br />Santa Maria Dams. That work was completed and of the $510,000 <br />borrowed, $257,334 was spent on continental Dam. The objective of <br />the repair work to continental Dam was to stop or reduce embankment <br />seepage and thereby have the storage restriction on the reservoir <br />lifted. That storage restriction limited Continental Reservoir to <br />storage of 15,000 acre feet. Its capacity at the spillway crest is <br />approximately 22,000 acre feet, and its total capacity is approxi- <br />mately 27,000 acre feet. <br /> <br />June of 1993 was the first opportunity to test the adequacy of <br />the repairs to continental Dam. As the reservoir began filling <br />above gage height 64.5 feet (15,000 acre feet), seepage reappeared <br />in the same locations and in approximately the same quantities as <br />had existed prior to the repair work having been performed. As a <br />consequence, the state Engineer imposed a storage restriction on <br />the reservoir at gage height 64.5_ The reoccurrence of the seepage <br />is documented in the report supplied to you with my September 2, <br />1993, letter. <br /> <br />ATTACHMENT A <br />
