I
I
I
I
I
I
I
I
I
I
.
I
I
I
I
I
I
I
I
I
------------

The project has been termed feasible only with the requested state
assistance since the income available will be generated by the District
through existing taxes (mill levy), connection fees and service charges.
Any other form of funding will create hardship on the District and on
the residents within the District by placing the taxes and fees at an un-
affordable level as a result of higher interest rates and shorter term
loans or bond issues. As mentioned in the text of the report the resi-
dents of the District are presently paying for sewer and potable water
costs through the existing taxes, connection fees and service charges.

Benefits of the project are many. However, water conservation is the
most important benefit since the use of treated water from the Ute Water
Conservancy District for irrigation water will be avoided.

- 2 -
