<br />I <br /> <br />I <br /> <br />PROJECT SUMMARY AND CONCLUSIONS <br /> <br />I <br /> <br />The Ridges Metropolitan District (the "District") was created for the <br />purpose of providing "complete domestic water, irrigation water and <br />sanitary sewer systems, and public parks with recreational facilities <br />thereon for the District and its inhabitants", pursuant to Title 32, <br />Article 3, Colorado Revised Statutes 1973, as amended. <br /> <br />I <br /> <br />I <br /> <br />As originally created, the District contained 778.515 acres lying approx- <br />imately one mile southwest of the Grand Junction city limits on State <br />Highway 340 (Broadway) in an area called the Redlands. On February 8, <br />1978, an Order of Inclusion was entered by the Mesa County District <br />Court which effectively "annexed" into the District two additional par- <br />cels of property adjacent to the District of 10.3 and 27.94 acres re- <br />spectively, for a total of 816.755 acres. The District encompasses a <br />planned community which, upon completion, will be virtually self-contained <br />with all necessary services and such amenities as schools, parks, recrea- <br />tional facilities including two-lakes. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The District was organized to finance and effect the construction and in- <br />stallation of the following improvements: <br /> <br />I <br /> <br />- A sanitary sewer system including service lines and lift stations <br />necessary to transport sewage to the City of Grand Junction's <br />sewage treatment plant. <br /> <br />- Two separate pressurized water systems, one for domestic water, <br />one for lawn irrigation water. <br /> <br />Recreational facilities including two major parks, a community <br />recreational building and swimming pool and a network of <br />greenbelt/open space with paved and unpaved pathways for <br />pedestrian, bike and equestrian traffic. Greenbelt areas will <br />also contain several neighborhood "mini-parks". <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />This feasibility report addresses the construction of an irrigation sys- <br />tem within the boundaries of the District. The specific items to be con- <br />structed include a primary pump station, twin l6-inch pipelines to trans- <br />port irrigation water from the Colorado River and two storage reservoirs. <br />The project also includes two pump stations at the reservoir sites to <br />pump the water to the distribution systems. The collection, storage and <br />pumping facilities are the components of the project requiring state <br />assistance. The distribution system and components already constructed <br />will make up the District's share of the project funding. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />As previously mentioned, the collection, storage and pumping facilities <br />will require state assistance in order for the project to be feasible. <br />The assistance requested will be a long term, low interest loan from the <br />Colorado Water Conservation Board. <br /> <br />I <br /> <br />. <br /> <br />I <br /> <br />I <br />
