Lile, P.E. <br />DitcCtor, CWCB <br /> <br />0: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 26, 1995 <br /> <br />SUBJECT: Agenda Item 18a., November 6-7, 1995, Board Meeting-- <br />The Town of Lyons <br />Approval of a Construction Fund Loan in amount of $280,500 to rehabilitate <br />the Town's Raw Water Intake Structure. <br /> <br />BACKGROUND <br /> <br />The Town of Lyons (located in Boulder County), has submitted an application for a loan to <br />rehabilitate the Town's raw water intake stn1cture. They are requesting a loan in the amount <br />of $280,500 (75 % of the estimated total project cost of $374,000). <br /> <br />The purpose of the project is to rebuild the Town's existing diversion on North St. Vrain Creek, <br />about 3 miles above town. The Town's existing diversion was built around the turn of the <br />century, and is nearly disintegrated. It is necessary to line the diversion with plastic sheeting <br />during the winter months to divert low flowS to the Town's drinking water. supply. In this <br />condition, the diversion is subject to being completely destroyed during floods. There is no <br />existing raw water storage below the diversion to supply the town in an emergency. . <br /> <br />The new intake structure, consisting of a diversion dam, presedimentation basin, inlet gate, and <br />high water protection barrier, will be built at the location of the existing intake structure. The <br />raw water pipeline from the diversion to the water treatment plant was installed in the last 20 <br />years, and is in good condition. <br /> <br />Preliminary engineering design work as well as the feasibility study are being completed by RBD <br />Engineering, Fort Collins. <br />
