<br />Permitting <br /> <br />The TWC must obtain a special use permit from the USFS to construct a construction access <br />road off State Highway 14 to the downstream portal of the Tunnel. A copy of the permit <br />application is included in Appendix F. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, permitting, and financing of the <br />project include: <br /> <br />Tunnel Water Company (TWC); financing and project management. <br />Rocky Mountain Consultants (RMC); design and construction supervision. <br />Colorado Water Conservation Soard (CWCS); financing and construction. <br />Water Supply and Storage Co.; project approval and financing. <br />Windsor Reservoir and Canal Co.; project approval and financing. <br />U.S. Forest Service; permitting. <br /> <br />The TWC will be the lead for the financing, design, and construction of the project and will be <br />the entity entering into contracts and agreements with the various entities for the services <br />provided by each. <br /> <br />Financial Analysis <br /> <br />Two entities will be involved in financing the estimated total project cost of $ 4.1 million. The <br />TWC has been approved for a CWCS Emergency loan in amount of $1.6 million, and is <br />applying for a $2.08million loan from the Construction Fund (total loan amount $3.68 million) to <br />finance 90% of the project. The actual or estimated amounts by entity are given in Table 3. <br /> <br />Table 3. The lending rate would be a blended <br />rate based on the proportion of agricultural and municipal ownership of the TWC shares. Shares <br />of the TWC are owned by two shareholders; the WSSC (300 shares) and the WRCC (150 <br />shares.) The WRCC shareholders are agricultural.
