There are no other candidates. <br /> <br />VI. <br /> <br />STUDENT SCHOLARSHIP <br />After some discussion about this matter, it was agreed that the Secretary would propose <br />at the next meeting criteria for awarding a student scholarship, on the assumption that <br />It would be for either college or graduate work in the field of Water Resources. <br /> <br />, <br /> <br />VII. PROPOSED DEVER DITCH DIVERSION <br />Director Birch expiained to the Board that this ditch irrigates lands owned primarily by <br />the City on the west side of the Yampa, opposite the Holiday Inn. To get water into the <br />Ditch, the yearly procedure is to raise the river level with plastic and other means that <br />wash out every year. It was the consensus that we should investigate this project as a <br />possible candidate for the year 2000. <br /> <br />".' <br /> <br />VIII. HAYDEN DIVERSION PROJECT <br />The Secretary reported that he had received a letter from the Army Corp of Engineers' <br />office in Sacramento stating that engineering representatives will be visiting the site in <br />April to review the project. The Secretary is optimistic that funding and engineering will <br />be forthcoming from the Corp. <br /> <br />.... <br /> <br />IX. <br /> <br />LOWER ELK RIVER <br />The Secretary reported that property owners and Larry Lang, flood expert for CWCB, <br />have met with the County Commissioners to see if they would cost share for a project <br />that would prevent the type of flooding that occurred in 1997 when the County Road <br />and Highway 40 was threatened. After some discussion it was agreed that the District <br />should not become involved in requests of this kind. <br /> <br />,,' <br /> <br />" <br /> <br />RESOLUTION: <br /> <br />A resolution was passed requesting the Secretary to send a ietter <br />to Larry Lang stating that the District will not participate in this <br />project. <br /> <br />X. <br /> <br />OTHER BUSINESS <br />a) Director Sharp requested Council Weiss to provide an update at the next Board <br />meeting on the three remaining water rights cases. <br />b) Director Iacovetto said that there are at least three ditches that divert water out <br />of the Yampa on the Rossi Ranch that require temporary dams to divert during <br />the late season. These are projects in his opinion that may not require an <br />elaborate structure to provide late summer diversions. <br />c) The Secretary provided the Board with a year-end report of the 1999 <br />accomplishments and activities.
