REAPPOINTMENT OF DIRECTORS Counsel Weiss reported that the request for reappointment of officers DeGanahl, Haslem, and Birch have been filed with the court. There are no other candidates. VI. STUDENT SCHOLARSHIP After some discussion about this matter, it was agreed that the Secretary would propose at the next meeting criteria for awarding a student scholarship, on the assumption that It would be for either college or graduate work in the field of Water Resources. , VII. PROPOSED DEVER DITCH DIVERSION Director Birch expiained to the Board that this ditch irrigates lands owned primarily by the City on the west side of the Yampa, opposite the Holiday Inn. To get water into the Ditch, the yearly procedure is to raise the river level with plastic and other means that wash out every year. It was the consensus that we should investigate this project as a possible candidate for the year 2000. ".' VIII. HAYDEN DIVERSION PROJECT The Secretary reported that he had received a letter from the Army Corp of Engineers' office in Sacramento stating that engineering representatives will be visiting the site in April to review the project. The Secretary is optimistic that funding and engineering will be forthcoming from the Corp. .... IX. LOWER ELK RIVER The Secretary reported that property owners and Larry Lang, flood expert for CWCB, have met with the County Commissioners to see if they would cost share for a project that would prevent the type of flooding that occurred in 1997 when the County Road and Highway 40 was threatened. After some discussion it was agreed that the District should not become involved in requests of this kind. ,,' " RESOLUTION: A resolution was passed requesting the Secretary to send a ietter to Larry Lang stating that the District will not participate in this project. X. OTHER BUSINESS a) Director Sharp requested Council Weiss to provide an update at the next Board meeting on the three remaining water rights cases. b) Director Iacovetto said that there are at least three ditches that divert water out of the Yampa on the Rossi Ranch that require temporary dams to divert during the late season. These are projects in his opinion that may not require an elaborate structure to provide late summer diversions. c) The Secretary provided the Board with a year-end report of the 1999 accomplishments and activities.
