<br />MINUTES
<br />The minutes of the Board Meeting 22 November 1999 were approved without
<br />correction. The minutes of the Executive Committee Meeting 14 January 2000 were
<br />approved with the omission of the sentence referring to the funding of the Woodchuck
<br />Ditch repair.

<br />II.
<br />
<br />WOODCHUCK DITCH PROJECT
<br />a) The Secretary reported that the suit filed by Jim Seeler against the Woodchuck
<br />Ditch Company is proceeding. On Friday 11 February, Messers Zimmerman and
<br />Fetcher were deposed by Attorney Glenn Porszck. The trial has been set for 6
<br />April.
<br />b) The Secretary reported that the NRCS cost sharing for the repair of the slide has
<br />been reinstated in the amount of approximately $80,000. The Ditch Company
<br />has filed an application with the Colorado Water Conservation Board for a
<br />$40,000 20-year loan at 3.75%. The Secretary is confident that this loan will be
<br />approved. The estimated cost of the project is $150,000. The Secretary
<br />recommends to the Board that the District provide $40,000 or approximately
<br />25% of the total costs.

<br />POLICY GUIDELINES FOR DITCH REPAIRS
<br />It was agreed at the Executive Committee Meeting that a policy shouid be established'
<br />for providing funding for ditch repairs or reconstruction such as the Woodchuck Ditch
<br />slide. After considerable discussion, the following criteria were proposed as policy
<br />guidelines for providing funds for irrigation ditch repairs: One, water rights would be
<br />protected. Two, assurance that agricultural lands would continue to be irrigated.
<br />Three, the project was approved and cost share funded by the Natural Resources
<br />Conservation Service (NRCS). Four, a provision to the effect that as the irrigation water
<br />is transferred to non-agricultural uses, the funds provided by the District will be
<br />refunded. Six, subject to budget limitations, the amount authorized by the District will
<br />be limited to 25% of the estimated project cost unless the funding limit is revised by
<br />Board action.

<br />IV.
<br />
<br />A resolution was passed adopting the policy guidelines as listed
<br />above for ditch rehabilitation projects.
<br />
<br />A cost-sharing grant in the amount of $40,000 is authorized f:Jr
<br />the repair of the Woodchuck Ditch, an amount that represents
<br />approximately 25% of the estimated costs of $150,000 -
<br />$160,000.
<br />
<br />STAGECOACH WATER FOR ENDANGERD FISH
<br />The Secretary stated that the Fish and Wildlife Service were paying $16.00 per acre foot
<br />for three thousand acre feet of storage out of Steamboat Lake at the price of $16 per
<br />acre foot, take or pay. Should the District enter into negotiations with FWS to release
<br />approximately four thousand acre feet during late summer and fall to benefit the fish?
<br />Several members of the Board stated that an agreement of this kind would be just
<br />, another reason for the Service not to build additional storage for their purpose. No
<br />action was taken on this matter.
