The State Highway Department has also been consulted. <br /> <br />In October of 1973, initial communication was establ ished with the Colorado <br />Water Conservation Board, referring to the availability of funds for the <br />construction of the Allenspark Water System. The initial meeting was with <br />Mr. Boydston and Mr. loannides on October II, 1973. On November 7, 1973, a <br />letter of transmittal referring to project costs, for the Allenspark Water <br />System was submitted to the Colorado Water Conservation Board. In March <br />of 1974, the Water Conservation Board issued its requirements for financial <br />assistance. These requirements were for funds which could be obtained from <br />the' "Wa,ter Projects Construction Fund," and were reviewed <br />by both parties, the Allenspark District and the Water Conservation Board. <br />On May 3, 197q, agreement was reached with the Water Conservation Board <br />for the filing of a Feasibi lity Report and application for the proposed <br />Allenspark Water System. <br /> <br />, <br /> <br />PRESENT FINANCIAL STATUS <br />An account of the District's finances follows. As shown in Table II-A, <br />a summary of the District's expenditures and income were detailed by a <br />brief description from the President of the District. Prior to January 9, <br />1973, income of $3,342 was received, all in donations. Expenditures were <br />$1,448.15. After District formation, the income received was $1,767.02 <br />($1,242.02 in tax money and $525.00 in donations), and expenditures ,were <br />$2,824.97. $3,725.00 of the total donations received are to apply to future <br />tap fees. In 1974, a 5 mill tax levy was implemented on a $292,700.00 <br />assessed valuation. <br /> <br />There was no 1973 District Audit, primarily because no tax money was re- <br />ceived in 1973. All funds expended were from donations, primarily accum- <br />ulated prior to District formation. In the following Table II-A is a break- <br />down of income and expenses of the District before and after its formation. <br />
