<br />SECTION II <br />ALLENSPARK WATER AND SANITATION DISTRICT <br /> <br />HISTORY <br /> <br /> <br />The Allenspark Water and Sanitation District was officially formed on <br /> <br /> <br />January 9, 1973. At that time the District Court ordered formation of <br /> <br /> <br />the District under the statutes of the State of Colorado. Initially, <br /> <br /> <br />a Steering Committee was formed and this committee was responsible for <br /> <br /> <br />the engineering, legal, and administrative work prerequisite to District <br /> <br />formation. <br /> <br />= <br /> <br />On November 16, 1972, the election was held in Allenspark <br />tion of the District. This vote was affirmative 43 to 2. <br />Directors elected at that time were: <br />Gordon Street <br />Ralph Carlin <br />Bill Ricketts <br />Ruth Moore <br />Otto Walters <br /> <br />for the forma- <br />The Board of <br /> <br />Prior to November of 1972, the Steering Committee initiated and contin- <br />ued the process of attempting to gather the necessary information and <br />approval from various local and state agencies for the formation of the <br />Allenspark District, and implementation of a water system construction. <br />The Steering Committee had contracted with Wright-McLaughlin Engineers <br />for a preliminary report and service plan for the formation of the District. <br />The service report was completed in October of 1971. Concurrently, the <br />Steering Committe had applied for financial assistance for the construction <br />of the water system from the Farmers Home Administration. However, the <br />FHA had no grant funds at that time to provide the needed financial assist- <br />ance necessary for construction of the water system. <br /> <br />The Allenspark District tried every available means to obtain the needed <br />financial assistance. Various applications were submitted to the Farmers <br />Home Administration which were always essentially approved but not acted <br />on due to the unavailability of funds.
