<br />I <br /> <br />'I <br /> <br />I <br /> <br />The consultants' investigations, therefore, confirm that the site at Cactus Park is <br />most appropriate as the location for a new reservoir. <br /> <br />1 <br />I <br /> <br />Section 4: Cactus Park Reservoir: Alternative Sizes and Sources of Water <br /> <br />I <br /> <br />When the sponsoring agencies of this study select an appropriate storage capacity <br />for a new reservoir at Cactus Park, and choose the most suitable source or sources <br />of water for filling the reservoir, they will need to resolve two interrelated issues <br />before beginning the next project phase. The issues are: <br /> <br />I <br /> <br />I <br /> <br />(I) What degree of assurance (firmness) of meeting water requirements will <br />be generally acceptable to water users? <br /> <br />1 <br /> <br />(2) Which source or sources of surplus water for filling the reservoir will <br />result in the most cost-effective and acceptable project? <br /> <br />I <br />I <br />1 <br /> <br />These issues consist of both technical and non-technical aspects. While the <br />consultant advises with regard to technical aspects, the non-technical aspects <br />involve policy decisions by the sponsoring agencies. The consultant can outline the <br />non-technical aspects, but the decisions must be made by the sponsoring agencies. <br /> <br />Section 5: Transbasin Diversion <br /> <br />I <br />I <br />I <br />I <br /> <br />In the operation studies, the impacts on reservoir size from three sources of water <br />were evaluated. The three sources of water are: <br /> <br />I. Tongue Creek basin only. <br /> <br />2.
