As the cost <br />of the embankment would increase generally in proportion to the volume of earth <br />required, the Leroux Creek site would not be cost effective. <br /> <br />For each capacity of storage, a new dam at the site of the existing Cedar Mesa <br />Dam would require the second largest volume of earth, after the Leroux Creek <br />site. It is unlikely that these quantities of earth would be available, except by <br />being hauled considerable distances to the site from lower elevations. Access to <br />the site is difficult. There could be foundation problems for a large dam at this <br />site due to geological conditions on Grand Mesa. Finally, the U.S. Forest Service <br />would, at best, grant its approval only after lengthy procedures and there would be <br />no assurance of ever receiving their approval. <br /> <br />The volume of earth required for an embankment at either the Dirty George or <br />Cactus park sites would be similar. In fact, the volume at the Dirty George site <br />would be somewhat smaller. However, a reservoir at the Dirty George site would <br />be farther away from the irrigated area to be served, and water could not be <br />transferred into this reservoir from other basins. Finally, a dam at the Cactus <br />Park site would only require somewhat more earth for the embankment than a dam <br />at the Dirty George site, without the disadvantages cited above for that site. <br /> <br />IV-IO <br />
