The <br />USBR studies analyzed water rights up to 1966. The Grand Mesa Canal holds a <br />conditional water right decree with an adjudication date of January 31, 1964. <br />Therefore, any decree or conditional right perfected since then would be junior to <br />the Grand Mesa Canal. <br /> <br />III-19 <br />
