<br />I <br />I <br />I <br />I I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />Section 1: Author iza tion <br /> <br />This report, prepared by PRC Engineering, Inc" provides the results of an irrigation <br />improvement study for the Tongue Creek basin, The area studied by PRC <br />Engineering encompassed the tributary basin of the Gunnison River in Delta <br />County, Colorado, A project location map is given on Figure 1-1, <br /> <br />Sponsors for the Grand Mesa Water Supply Study included: <br /> <br />o Colorado Water Conservation Board (CWCB) <br />o Grand Mesa Water Conservancy District (GMWCD) <br />o Colorado River Water Conservation District (CR WCD) <br /> <br />A contract between the sponsors and PRC Engineering, which specified the study's <br />terms, conditions and responsibilities of sponsors and consultants, was signed and <br />entered into effect on August 15, 1985, <br /> <br />The 1986 Grand Mesa Water Supply study conducted by PRC Engineering was <br />initiated by local interest groups and Colorado State Government to formulate a <br />plan of improvements which could be implemented without a major input by the <br />federal government. Earlier studies by the U,S. Bureau of Reclamation (USBR) <br />formulated plans which, if implemented, would have been primarily federal <br />projects, but none of the USBR plans were implemented. <br /> <br />Section 2: Scope of Work <br /> <br />As a result of this study, PRC Engineering developed alternative basin development <br />plans. The plans consist mainly of constructing a reservoir and appurtenant works <br /> <br />1-1 <br />
