Highlights of secondary benefits of the powerplant such as spinning <br />reserve, load and frequency control, and high availability rates are <br />explained below. <br /> <br />As a result of availability, dependability, and flexibility of <br />a hydropowerplant, capacity values have been increased by 5 percent. <br />Specifically, spinning reserve is that reserve generating capacity <br />connected to the bus and ready to take load. This provides the capa- <br />bility to add additional power to the system in a short time frame. <br />Also, hydropowerplants are capable of increasing and decreasing load <br />output to maintain frequency control over a network of powerplants. <br /> <br />4. Rationale for use of an intermediate load powerplant for peaking <br />power is explained in the following paragraphs. <br /> <br />Intermediate load capacity and energy values were used based on <br />the plant factor of the powerplant. The criterion used was that any <br />powerplant having a plant factor of 0 to 17 percent was considered <br />peakload, 17 to 37 percent intermediate load, and 37 to 100 percent <br />base load.
