WHEREAS, required approval, clearance and coordination has been accomplished from and with appropriate
agencies: and

WHEREAS. the Colorado River Basin Salinity Control Act

(Act). 43 U.S.C. 1571. et ~ (Public Law 93-320. as amended
by PUblic Law .98-569) authorized the Secretary of the Interior
(secreta.ry) to construct the Grand Valley Salinity Control Unit
(unit) for the purpose of reducing salt loading to the Colorado

River caused by the seepage of irrigation water from the

irrigation delivery systems in the Grand Valley: and

WHEREAS, Stage I of the unit involves the lining of the

Government Highline Canal and the improvements of the laterals

under that canal. which laterals are already owned. operated.

and maintained by the Grand Valley Water Users Association: and

WHEREAS. construction of Stage II of the unit will entail

the lining, or placing into pipe. of laterals under the other
canals which divert water to the Grand Valley. and the

combining of the existing laterals thereunder into fewer and

more efficient facilities where appropriate; and

WHEREAS. the Act requires that the laterals th~ improved
be opera~d and maintained by non-federal entie+es and that the
Secretary. ~or to the initiation of construction o~ the
laterals. ente)'., into contracts with non-federal entities for

the long-term operation and maintenance of the improved

laterals. which contracts will provide for reimbursement of the
