<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />'I <br />I <br />I <br />I <br />I <br /> <br />" <br /> <br />CHAPTER 3 <br /> <br />STUDY AREA AND PLANNING CRITERIA <br /> <br />This description of the study area and development <br />criteria establishes the present and future demands <br />discusses several factors which may influence the demand <br />concludes with criteria to be used in this study. <br /> <br />of planning <br />for water, <br />growth, and <br /> <br />Study Area <br /> <br />The study area for the evaluation of alternative raw water <br />pipeline alignments lies in north-central Montezuma County, <br />Colorado. The existing raw water pipeline and area of interest for <br />new pipeline alignments lies generally between the Town of Dolores <br />and the City of Cortez. The land falls from 7,000 feet elevation <br />around Dolores to 6,100 feet elevation at Cortez. The elevation <br />along the proposed pipeline, however, falls from 6,800 feet at the <br />headworks to 6,400 feet at the Cortez Water Treatment Plant. The <br />upper reaches of the pipeline cross farm and grazing land broken by <br />significant drainage gullies and, after crossing State Highway 145, <br />the land falls more evenly and has no significant gullies. The <br />highway generally runs north-south, and crosses the existing raw <br />water pipeline near its midpoint. Vehicular access to the existing <br />pipeline is difficult along the majority of its length. <br /> <br />Approximately 22 separately-owned parcels of land lie along the <br />existing pipeline route. The headworks of the pipeline are on the <br />east lateral of Main Canal No. 1 from the Dolores River. The intake <br />from the Dolores River is owned and operated by the United States <br />Bureau of Reclamation (USBR). This intake is located in a section of <br />the Dolores River which will become inundated by the upper reaches of <br />the McPhee Reservoir, behind McPhee Dam. New intake structures and <br />transfer condui ts to the east lateral have been constructed. The <br />Montezuma Water Company has constructed its own water treatment plant <br />on property adjacent to the raw water pipeline headworks. The end of <br />the raw water pipeline is at the Cortez Water Treatment Plant, which <br />lies approximately 4.5 miles northeast of the City. <br /> <br />of the City of <br />area in future, <br />Mountain Indian <br />elevation 6,100 <br /> <br />The area to be supplied by treated water consists <br />Cortez, adjacent land taken into the City's service <br />and possibly the community of Towaoc on the Ute <br />Reservation.
