I
I
I
I
I
,I
I
I
I
I
I
I
I
I
I
I
I
I
II

to supply the area for the interim period until the West Divide
Project commences operation -- about 1990, according to present
estimates.

PROPOSED PROJECT

The project as described in this report proposes the construction
of a water system by the end of 1981 which will supply the pro-
jected water needs of the area through the year 1990 when the West
Divide Project is expected to go into operation.

The water supply will be obtained by direct diversion from the
Colorado River under water rights transferred by the West Divide
Water Conservancy District from the West Divide Project decrees on
the Crystal River, augmented by releases from storage in Green
Mountain or Ruedi reservoirs at times when the West Divide Project
rights would be called out.

The proposed project consists of the construction of an intake and
silt exclusion structure on the Colorado River, a raw water pumping
station, a one million gallon per day (mgd) package-type water treat-
ment plant, a one million gallon treated water steel storage tank,
and 2,100 lineal feet of 14" and 2,300 lineal feet of 8" water supply
pipelines. Water would be supplied to the Rifle Village South Metro-
politan District, to the Southside Center, and to other potential
water distribution systems at wholesale rates. The total estimated
cost of the proposed project including construction costs, contingen-
cies, land and rights-of-way, engineering, and legal and administrative
costs is $1,460,000 in December 1981 dollars.

- 3 -
