In addition, the legal status of the proposed <br />water supply will be discussed. <br /> <br />Water requirements. Estimates of water requirements to serve the pro- <br />posed service area will be presented, alocg with the basic assumptions which <br />went into making the estimates. <br /> <br />Plan for development. The proposed .ystem will be presented including <br />pumping plants, pipe distribution system and storage facilities. Design <br />criteria for sizing these facilities will be set forth. A discussion of <br />right-of-way needs will also be included. <br /> <br />Estimated costs. Cost estimates will be presented for (1) construction <br />costs, (2) water costs, (3) legal and engineering costs and (4) annual costs <br />for operation, maintenance, replacement ar.d emergency reserve fund. The <br />cost estimates will be based upon current prices with projected price increase <br />percentages and contingency factors where considered necessary to assure <br />adequate funding. <br /> <br />Proiect evaluation. A determination of the necessary tap fees and water <br />rates will be made based on the cost estimate. These will be compared with <br />actual costs now being experienced for water-softening equipment and supplies <br />caused by the low-quality water being used. The estimated assessed valuation <br />of the area within the proposed district \dll be presented. <br /> <br />Financial program. <br />including estimated tap <br />costs, debt service and <br /> <br />Annual budgets will be presented for a 20-year period <br />fee and water salE,s income, operation and maintenance <br />emergency reserve fund deposits. <br /> <br />Environmental impact study report.
