W/i(l,R <br />CONSfRVATIOr'l 801>.!/IJ <br /> <br />Dear Nick: <br /> <br />In accordance with your suggestion, we are submitting the following <br />proposal for the development of a feasibility report for a water-supply <br />and distribution system to serve a major portion of rural Morgan County. <br />As you are aware, the Morgan County Quality Water Association has sub- <br />mitted loan applications to both the Colorado Water Conservation Board <br />and the Farmers Home Administration. Therefore, the following proposal <br />is directed towards developing a feasibility report which will meet the <br />requirements of both agencies. We have combined the pertinent elements <br />of the March 18, 1974, draft entitled "General Requirements for Feasibility <br />Reports--Applications for Financial Assistance from Water Projects Con- ' <br />struction Fund" provided by your office and FHA Instruction 442,1 entitled <br />"Preliminary Engineering Report, Water Facility." <br /> <br />The following topical outline will provide you with our proposal for <br />a feasibility report on this project. <br /> <br />General information. In this section the area to be served will be <br />described. A map will be provided showing the proposed district boundaries <br />and location of residences and farm buildings. The general information <br />section will also include discussion of the present water supplies used by <br />these residences and farm places, and the quality problems being encountered. <br /> <br />Organization, The history of the Morgan County Quality Water Association <br />and the status of formation of the Morgan County Quality Water District will <br />be described. The steps yet required for formation of the District will be <br />set forth, A summary of the powers of a water district will be presented, <br /> <br />Water supply. A geologic and hydrologic analysis of three potential <br />ground-water supplies will be presented.
