<br />Topography <br /> <br />Orthophoto topography maps at contour intervals of 2 feet were produced by the Bureau of <br />Reclamation in conjunction with the Colorado River Basin Salinity Control Project in 1975. Ten <br />maps covering the study area were reviewed with assistance from Reclamation engineering <br />staff. The review revealed no obvious problems with alignment of existing Lateral 395 ditches, <br />and also showed that the proposed pipeline alignment for the West Rhone Lateral has <br />sufficient elevation change to provide adequate head pressure for water delivery. The <br />orthophoto topography maps are not included in this Appendix; they are available for review at <br />the Bureau of Reclamation's Grand Junction office. <br /> <br />Conclusions <br /> <br />Staff with the NRCS, Reclamation, and the GVIC all have working knowledge of many different <br />lateral systems in the Grand Valley. They have indicated that Lateral 395 may be one of the <br />largest, most complex delivery systems in the entire valley. The acreage and shares served by <br />Lateral 395 are more than twice as large as Lateral 396, which is the next largest lateral within <br />the study area. Lateral 395, with 70 shareholders, is 700 percent larger than Lateral 396, with <br />10 shareholders. Lateral 405, with 13 shareholders and 140 acres, is about the same size as <br />the proposed West Rhone would be with a new headgate, with 14 shareholders and 105 <br />acres. It appears the study area may not accurately represent an "average size" lateral. <br /> <br />To date, no significant residential development has occurred within the Lateral 395 service <br />area. No major subdivisions or homeowner's associations exist, but it is only a matter of time <br />until this development occurs, particularly in the areas outside the Buffer Zone. One small <br />subdivision was developed more than 25 years ago; it consists of about 10 1-acre parcels <br />along the south side of I Road, just east of 21 % Road (Thunder Mountain Mobile Estates). <br /> <br />Management of Lateral 395 could be facilitated by reducing its size to be more in line with <br />other laterals in the valley. Constructing a new headgate and pipeline for the West Rhone <br />Lateral would decrease the acreage served by Lateral 395 by 19 percent, to 444 acres. The <br />number of Lateral 395 shareholders would be decreased to 56 shareholders, owning 567 <br />shares. The total length of the Lateral 395 ditches would be reduced from 6 miles to 4.75 <br />miles. Complexity of calibrating the divider box would also be Simplified. <br /> <br />The West Rhone Lateral desires to preserve as much control as possible of our system to <br />assure good communication among shareholders, efficient use of our water supply, and <br />equitable delivery of our water shares. Proper management of the lateral system depends on <br />our ability to fulfill these goals. <br /> <br />We believe constructing a new headgate and pipeline would be in the best interests of the <br />West Rhone shareholders, the shareholders on Lateral 395, and the Grand Valley Irrigation <br />Company.
