<br />Permitting and Right-of-Way <br /> <br />Mesa County has a right-of-way for 60 feet on each side of the section line that 21 Road IiI~S <br />on (approximately 30 feet on each side from the centerline of 21 Road). Construction acti\~ty <br />within this right-of-way would require a permit from Mesa County. If construction cannot bEl <br />completed within the county right-of-way, easements or right-of-ways from the adjacent <br />landowners would be acquired. <br /> <br />After the GVIC has responded to our request for a headgate, NRCS would complete surve'ys <br />and final engineering designs to determine the alignment of the pipeline, and whether or not it <br />lies entirely within the county right-of-way. The engineering designs would then be submitted <br />to Mesa County for processing the permit application. County permIt processing would tak'9 <br />approximately one week. Any required easements or right-of-ways outside the county righlt-of- <br />way would also be acquired at that time. <br /> <br />The county permit to construct a pipeline in the utility corridor would specify the exact pipeline <br />alignment and depth required. The West Rhone Lateral and its contractor(s) would comply <br />with any and all requirements specified by Mesa County, including but not limited to: soil <br />compaction testing, traffic control plans, and restoration of road shoulders. <br /> <br />Institutional Considerations <br /> <br />Entities that would be involved in the management, design, construction, and financing of the <br />project include: <br /> <br />West Rhone Lateral: Project management and construction. <br />Natural Resources Conservation Service (NRCS): Engineering design and financing. <br />Colorado Water Conservation Board (CWCS): Financing and construction. <br /> <br />The West Rhone Lateral corporation would be the lead for the financing, design, and <br />construction of the project and would enter into contracts and agreements with the various <br />entities for the services provided by each. The West Rhone Lateral would be required to <br />maintain liability insurance as a condition of the loan contract with CWCS. <br /> <br />Financial Analysis <br /> <br />Several entities would be involved in financing the estimated total project cost of $80,000. The <br />NRCS would provide approximately $27,000 in cost-share funding for the project. A <br />modification to the existing NRCS cost-share contract with the West Rhone corporation would <br />be required. The West Rhone would apply for a loan from the CWCS for approximately <br />$50,000. The CWCS would conduct a thorough financial analysis of the West Rhone <br />corporation as part of their standard loan processing procedures.
