PLAN OF DEVELOPMENT <br /> <br />A. Introduction <br />In 1981, Rocky Mountain Consultants, Inc. completed a preliminary feasibility <br />study of 5 potential reservoir sites for the City of Louisville. These sites <br />included: 1) renovation of the Louisville Reservoir, 2) expansion of Harper <br />Lake, 3) the Flatiron Reservoir site located west of Manhattan Drive and <br />immediately south of U.S. Hi9hway 36, 4) the Gravel Pit Reservoir site located <br />approximately 1,000 feet southwest of Harper Lake and 5) the Butterfly Reservoir <br />site located approximately 2 miles east of the Town of Erie, Colorado. The <br />recommendation of the study was that an expanded facility be built at Harper <br />Lake. The proposed facility would have a storage capacity of 665 acre-feet with <br />a surface area of 40 acres. In addition, the study recommended that a toe drain <br />and other remedial improvements to Louisville Reservoir should be completed in <br />as timely a manner as possible, since such construction would be required under <br />each alternate at the Louisville Reservoir site. <br />Based on the results of the 1981 study, the City of Louisville retained <br />Rocky Mountain Consultants, Inc. to conduct a more detailed feasibility study of <br />three of the alternate sites which included the Louisville Reservoir renovation, <br />Harper Lake expansion, and construction of a reservoir facility at the Gravel Pit <br />site. At the request of the Colorado Water Conservation Board, an alternative <br />site on South Boulder Creek near Eldorado Sprin9s was evaluated. This study <br />evaluates seven alternative configurations described as follows: <br />1. Louisville Reservoir Expansion - Expansion of Louisville Reservoir to a <br />capacity of 305 acre-feet which basically corresponds to the Louisville Reservoir <br />Alternate A described in the Rocky Mountain Consultants, Inc. report of 1981. <br />2. Gravel Pit Alternate - Construction of a 108 acre-foot storage site at the <br /> <br />29 <br />
