To accomodate winter releases from Marshall Lake, <br />the City is currently planning for construction of a pipeline to convey water <br />from the outlet works of Marshall lake to the proposed water treatment facility. <br />(See Figure 2) The pipeline will be available for year-round use, and may serve <br />to reduce winter storage requirements during periods when the City has water <br />stored in Marshall lake under the previously described agreement with FRIeD. <br />It should be noted, however, that at the present time the proposed pipeline may <br />not be used to release water stored in Harshall lake attributable to its share <br />ownership in the Marshall lake Division. <br /> <br />E. Water Utilization <br />At times when Marshall Lake fills under its own storage decrees, water <br />stored in Marshall Lake by the FRICD agreement must be either spilled or it will <br />revert back to the ownership of the ditch company. Although the City is allowed <br />to spill such water from Marshall Lake and exchange the water with other water <br />users on Coal Creek or South Boulder Creek, the exchange potential is not always <br />available at times when water would spill and water stored under the contract <br />agreement is lost to the City of Louisville. A storage facility at either <br />Louisville Reservoir or Harper Lake ~ould allow such water to be released from <br />Marshall Lake into one of the two storage sites for subsequent use by the city. <br />In addition, there will be periods wnen Marshall Lake will be filled to capacity <br />at which time Louisville will have tne legal right to divert water under the rights <br />of the Davidson, Goodhue and other junior ditches. Consequently, the City will <br />have no storage vessels in which to store the water from these decrees. Base <br /> <br />25 <br />
