GENERAL INFORMATION <br /> <br />A. Scope of Work <br />The City of Louisville, Colorado contracted with Rocky Mountain Consultants, <br />Inc. to investigate the feasibility of the enlargement of Harper Lake and <br />Louisville Reservoir for the purpose of providing for additional water storage <br />capacity to serve the needs of the community for the upcoming years. The <br />scope of work included a thorough investigation of the City's water rights, <br />projected yields and storage potential. In addition, a preliminary geologic <br />investigation of the Harper Lake site was included in order to initially <br />evaluate the subsidence hazard. Four alternative configurations were examined <br />at the Harper Lake site, one at the Louisville Reservoir site, one at the <br />gravel pit site, and one at the Eldorado Springs site. Preliminary design with <br />associated construction costs were evaluated. A financial analysis was performed <br />for the recommended alternative. <br />B. Geographical Location <br />The City of Louisville is located in southeast Boulder County, about 5 <br />miles east of the City of Boulder and in close proximity to Broomfield and <br />Lafayette. Because of Louisville's central location to these communities, <br />the rural city is experiencing the impacts of rapid growth. <br />The City is primarily situated north of Coal Creek and east of the Oavidson <br />Mesa, with the southeastern portion of the City lying between Coal Creek and <br />Rock Creek. Louisville and the land to the west of the community slopes eastward <br />from an elevation of 5,600 feet at Davidson Mesa, to 5,200 feet at the community's <br />eastern edge. <br />Vehicular access to the Louisville vicinity is provided by u.S. Route 36 <br />to the south of the City and U.S. Route 287 just east of the City. South <br /> <br />1 <br />
