Should the Harper Lake Project be completed, it is recommended
that bond assessment fees be raised according to the guidelines
set forth under the section of this report entitled, "Project
Evaluation and Financial Program."
4. As discussed under the recommended plan of development, a by-pass
from the Eldorado Springs pipeline to Harper Lake should be con-
structed in order to provide more flexibility in the operation of
the storage system and provide for better water quality in Harper
Lake.
5. Should the Harper Lake reservoir enlargement be completed, the
City should eventually consider constructing a pipeline from
Harper Lake to Louisville Reservoir to provide for uninterrupted
winter operation.
6. In light of the condition of Louisville Reservoir, the City should
install a toe-drain in as timely a manner as possible. As funds
become available and whenever an improved Harper Lake facility is
available for storage, then total renovation of Louisville
Reservoir should be completed.

xiv
