Should the Harper Lake Project be completed, it is recommended <br />that bond assessment fees be raised according to the guidelines <br />set forth under the section of this report entitled, "Project <br />Evaluation and Financial Program." <br />4. As discussed under the recommended plan of development, a by-pass <br />from the Eldorado Springs pipeline to Harper Lake should be con- <br />structed in order to provide more flexibility in the operation of <br />the storage system and provide for better water quality in Harper <br />Lake. <br />5. Should the Harper Lake reservoir enlargement be completed, the <br />City should eventually consider constructing a pipeline from <br />Harper Lake to Louisville Reservoir to provide for uninterrupted <br />winter operation. <br />6. In light of the condition of Louisville Reservoir, the City should <br />install a toe-drain in as timely a manner as possible. As funds <br />become available and whenever an improved Harper Lake facility is <br />available for storage, then total renovation of Louisville <br />Reservoir should be completed. <br /> <br />xiv <br />
