<br />Revised Statutes 1973, as amended, the State Is authorized to
<br />construct certaIn water projects for the benefit of the people

<br />WHEREAS, the Contractor is d duly constItuted city In the
<br />State of Colorddo and wIshes to improve Its present water
<br />supply facilities, hereinafter called the project, for the City
<br />of Trinidad In Las Animas County, Coiorddo, at an estimated
<br />cost of NJne Hundred Thirty Thousand Oollars ($930,000); dnd

<br />WHEREAS, a feasIbll ity invesLi!-}ation of said project was
<br />conducted and it was found that such a project Is economicdlly
<br />feasible; and

<br />WHEREAS, the State has agreed to construct said project and
<br />to sell the Sdme to the Contrdctor upon mutlJally aqreedble
<br />terms dnd conditions, subject to the availability of funning

<br />WHEHEAS, pursuant to Senate Oill No. 439, Fifty-Third
<br />General Assemhly of the State of Colorado, duly enacted into
<br />law, the Colorddo WaLer Conservat ion 1l0.Hd hdS been duthor i zed
<br />to expend a sum not to exceed Four Hundred Sixty-Five TholJsand
<br />Dollars ($465,000) for consLructiol1 of tile pru,ject;

<br />A. The Contractor aqrees that It shall:

<br />1. Employ an enqIneerJnq firm Lo prepare project plans and
<br />specifIcations for the proposed project. Both the engjneering

<br />2. Sub-contract the construction of said project to a
