<br />. <br />. <br /> <br />. <br /> <br />. <br /> <br />EXHIBIT A <br /> <br />Introduction <br /> <br />The Colorado River Basin Salinity Control Act of 1974, as <br />amended, authorized the construction of the Grand Valley salinity <br />control unit, Colorado, by the U. S. Bureau of Reclamation <br />(Bureau). This salinity control unit has two primary features: <br />(1) lining of portions of the main delivery canals in the Grand <br />Valley, and (2) combining of laterals into fewer numbers of <br />laterals and placing of the combined laterals into pipe. In both <br />instances, the objective is to reduce seepage and the resultant <br />salt pick-up in order to reduce salt loading to the Colorado <br />River. <br /> <br />There are approximately 750 private laterals which are to be <br />placed into pipe. However, before this can be done, the laterals <br />must be organized into a legal entity(ies) under Colorado law <br />which can assume the obligation to operate and maintain the <br />laterals under contract with the Bureau. At the present time, <br />none of the 750 private laterals are so organized. <br /> <br />The Colorado Water Conservation Board (State) has agreed to <br />undertake the task of organizing the laterals into the necessary <br />legal entity(ies). Funding for this effort will be provided by <br />the Bureau. <br /> <br />It has been decided that the different kinds of entities <br />into which the laterals could be organized under Colorado law <br />should be researched and documented before a decision is reached, <br />in consultation with local interests, as to how to proceed with <br />the organization of .the existing private laterals which are to be <br />placed into pipe. <br /> <br />Scope of Work to be Performed <br /> <br />The Contractor shall identify all of the different legal <br />entities into which laterals could be organized under Colorado <br />law, including, but not limited to, <br /> <br />1. new or existing water conservancy districts, <br />2. subdistricts of new or existing water conservancy <br />districts, <br />3. the Colorado River Water Conservation District, <br />4. a subdistrict of the Colorado River Water Conservation <br />District, <br />5. new or existing soil conservation districts, and <br />6. irrigation entities such as ditch companies, irrigation <br />districts, and water users associations. <br /> <br />EXHIBIT A <br /> <br />728 <br />rip <br />
