Optional full flow delivery to Purdy Mesa Reservoir is inherent <br />in the Alternate A design. Alternative B Purdy Mesa Reservoir option is <br />limited to 6 cfs (capacity of existing City Pipeline). At an additional cost, <br />a turnout structure could be included to divert from the lower drainageway to <br />the Lander Extension Ditch to get full flow delivery capability. There are no <br />distinctions between the Alternative B options with respect to flexibility. <br /> <br />Transmission Losses. Closely related to 0 & M, this factor also favors <br />Alternate A, primarily on the basis of transmission losses and maintainability <br />of diversion structures. <br /> <br />Environmental & Pol itical Considerations. Because of alterations to fish and <br />wildl ife habitat on publ ic as well as private lands, Alternate B options are <br />quite environmentally sensitive. This could lead to substantial delays and <br />expenditures with respect to the permitting process for both the Forest Service <br />and BLM. Depending on public reaction to press releases by the Federal <br />agencies announcing proposed modifications, the appropriate response would have <br />to be presented in an environmental assessment. The erosion potential of <br />Alternate B-1 would be particularly difficult to justify. <br /> <br />3-10 <br />
