A summary of the ranking rationale for each category

is as follows:

Project Cost. A numerical ranking of initial construction and related project
costs brings Alternatives A and B-1 to the forefront from a purely economic
s tandpoi nt. To demons trate re 1 ati ve importance, project cos t rank i ngs are
given a multiplier of 10.

o & M Considerations. Alternative A is ranked the highest with regard to 0 & M
because of:

1. Its accessibility - The diversion structure, measuring flume, and
intake structure are located right along side Lands End Road below
the poi nt where pavement and wi nter mai ntenance ends. The
Alternative B diversion structure is not only above that point nearly
three miles, but is a considerable distance from the road. Air
release valves are also readily accessible for periodic inspection
and maintenance.

2. Soil erosion and high velocities are not a major factor as with
Alternative B options.

3-9
