Lump sum construction costs will be avoided wherever possible. <br />A subtotal of all construction costs will be calculated and anticipated indirect, <br />construction management, engineering and contingency costs will be estimated given the <br />scope of the project and judgment of unknown circumstances involved. Allowances for <br />future cost escalations and interest deductions may also be accounted for, considering <br />the length of time between date of estimate, construction contract award, and completion <br />of construction. <br /> <br />2.7 TASK 7. FINANCIAL PROGRAM <br /> <br />WCC will develop a financial program describing financing arrangements and the <br />sour2es and uses of funds for the proposed project. The feasibility study will include a <br />detailed schedule of annual revenues and annual expenditures for the entire period of <br />debt retirement. <br /> <br />2.8 TASK 8 . REPORT PREPARATION <br /> <br />WCC will develop a feasibility study repOrt which will incorporate the results of the field <br />investigation programs, the evaluation of remedial alternatives. the preliminary design. <br />the construction cost estimate, and the financial program.
