STAFFING AND EXPERIENCE

WCC proposes to perform the Beaver Reservoir project work using the senior
individuals listed below and supported by qualified staff engineers, scientists and support
personnel.

James M. Johnson. P.E.. Senior Project Engineer - Mr. Johnson will manage the project
and will be responsible for all liaison with the Beaver Reservoir Company and the
appropriate government agencies. He will also be responsible for performance of the
field investigations, engineering analyses and preparation of all reports and construction
documents.

John J. Nicholl. Senior Project Scientist - Mr. Nicholl, an experienced geophysicist, will
be responsible for completion of the geophysical investigation.

Richard R. Davidson. P.E.. Vice President - Mr. Davidson will be responsible for
technical oversight and peer review.

William S. Bliton. Senior Project Geologist - Mr. Bliton will be responsible for geologic
mapping and interpretations.

Sally K. Miller. Laboratory Manager - Ms. Miller will be responsible for completion of
the laboratory testing program.

The following paragraphs briefly describe Mr. Johnson's qualifications to manage the
work on Beaver Reservoir. Resumes of all the individuals on the proposed project team
are included in Attachment A.

Mr. Johnson is a Colorado registered professional engineer with fourteen years of
geotechnical engineering experience in the investigation, design, and construction phases
of water storage and waste disposal impoundment projects. His experience includes
