I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

The Conal Company has 0 conditional storage right to 1,515 cx:re-feet, transferred
from the Prince Reservoir, at Thurston Reservoir with 0 priority date of December 31,
1920. The source of this storage water is the Arkansas River, and delivery into Thurston
Reservoir is mode by the Fort Lyon Canol. The Canal Company also has a conditional
right to 25 cfs from Thurston Reservoir. The source of this water is seepage, waste from
the Fort Lyon Conal, rainfall, and irrigation return flows into Thurston Reservoir.

At the present time, there ore no means for diverting water from Thurston
Reservoir to the Fort Lyon Canal system. The feasibility of constructing 0 pumping
plant and pipeline to divert water from Thurston Reservoir to the Fort Lyon Conal will
be investigated os 0 port of this report.

For purposes of distributing water to its shareholders, the Fort Lyon divides the
conal into five divisions and distributes water on 0 rotational basis. In general, the
deliveries of water to the shareholders ore begun in the upstream division of the canol.
Water is released into each of the laterals proportional to the number of shares served by
that lateral. When water has been delivered to 011 the laterals in that division, the water
distribution is shifted to the next lower division. A "run" has been completed when 011
divisions hove been satisfied. Sometimes, depending upon the amount of water ovailable,
more than one division con be served at the some time.

During a run, each shareholder receives 0 release of about 0.015 cfs per share into
his lateral for 48 hours. When the Fort LyQf1 is diverting 165 cfs, it requires
approximately a month to complete a run. When it is diverting 933 cfs, shareholders
usually receive water for 2 doys out of every 4 days.

The Fort Lyon supplies water to the perpetual water right mentioned previously in
this report. This water right amounts to about 16 cfs. The user of this right is
encountered os the first diversion downstream from the Fort Lyon's headgate. The user
of this right would receive about 6,200 acre~feet of water during the irrigation season
(April through October), if he took water at the full rote throughout the irrigation

season.

3.2 Storage System

The Fort Lyon storage system consists of the Fort Lyon Storage Conal, Horse
Creek Reservoir (also known os Timber Lake), and Adobe Creek Reservoir (also known os
Blue Lake). Water for storage is obtained from the ArkCJ1sas River and from both Horse
and Adobe Creeks. The headgate of the Fort Lyon Storage Conal is located on the north

7
