<br />loan money (or the construction of said Project upon mutually
<br />ogre~ab le terms and condi t ions, subject to the avai labi 1 i ty of

<br />autllorizerl to loan $600,000.00 for construction of tile ProJect.
<br />
<br />tlDW, THEREFORE, in consideration of the mutuaL ao,1 dependent
<br />covenants herein contained, it is agreed by the pacties hereto an
<br />follows:
<br />
<br />A. The Contractor agrees that it has or shall:
<br />
<br />1. Employ an engineering firm (hereinafter refecred lo as
<br />"the Consultant") to prepare project plans and specifications for
<br />the ProJect. Both the Consultflnt an,d the Project plans und
<br />specifications must be appnwed in writing by the Stdt~ hefort:!
<br />constt"uction of the Project can commen..::p.. For purposos of thi.s
<br />paragraph, "constnJction" inCludes any real €state ami water
<br />rights acquisitions.
<br />
<br />2. Contract for the Construct ion of said Project to a
<br />responsible and capable firm or (irms ~hereinafter referred to as
<br />"Construction Firm or Firms"), which Construction Firms shall be
<br />selected by the Contractor thcough competitive public bidding.
<br />The Stat.e must approve in writing all contracts before they Cdn
<br />become effective.
