The Contractor agrees that it has or shall: <br /> <br />1. Employ an engineering firm (hereinafter refecred lo as <br />"the Consultant") to prepare project plans and specifications for <br />the ProJect. Both the Consultflnt an,d the Project plans und <br />specifications must be appnwed in writing by the Stdt~ hefort:! <br />constt"uction of the Project can commen..::p.. For purposos of thi.s <br />paragraph, "constnJction" inCludes any real €state ami water <br />rights acquisitions. <br /> <br />2.
