It is staffs <br />opinion that the 15 years of stream-flow data analyzed is representative of average water-years. <br />Existing Water Right Information <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to <br />identify any potential water availability problems. There are no decreed surface diversions within <br />this reach of stream, However there are decreed surface diversions downstream of the BLM <br />Boundary (Bell Collection Ditch and Nelson #1). Based on this analysis staff has determined <br />that water is available for appropriation on Butler Creek, from its headwaters to George Creek <br />and from George Creek to Middle Rifle Creek, to preserve the natural environment to a <br />reasonable degree without limiting or foreclosing the exercise of valid existing water rights. <br />CWCB Staffs Instream Flow Recommendation <br />Staff recommends the Board form its intent to appropriate on the following stream reach: <br />SeQment: George Creek to BLM Boundary <br />Upper Terminus: George Creek at <br />(Latitude 390 43' 16") (Longitude 1070 44' 42") <br />Lower Terminus: BLM Boundary at <br />(Latitude 390 41' 51") (Longitude 107046' 06") <br />Counties: Garfield <br />Length: 2.2 miles <br />USGS Quad(s): Rifle Falls, Horse Mountain <br />Flow Recommendation: 2.4 cfs (May 1st - October 31 st) <br /> 1.1 cfs (November 1 st - April 30th) <br /> Butler_Creek_ISF _RPT_vl.doc <br /> - 5 - <br />
