above average for one site and below average for one site, the 1980 - 83 water-years were above
average for all sites. It is staffs opinion thai the seven years of stream-flow data analyzed is
represenlative of average to above average water-years. Figure.t below shows the East Fork
Parachute Creek slream flow for the 1976-1983 time period.

Figure 4;

L_ f.... ~....,_. v-. .. _iI ~......... t..
~-:-

.
,

)1_.,
-,.
~,.
-,.
1711.'
-,.
-,.
-,.
~,.
~,.
21...
-,.
,....
1....
1711.'
1".'
1';0.'
I....
Il".'
m,'
11...
1....
~,.
.,.
~,.
~,.
~,.
~,.
~,.
~,.
"..
.,.

j

,

i
!

1'11

,,~

,,~

,-

.~

,-

,~

L~:-IlI_~.u.tfS
-b..~lIi~.l.tfS

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer's Office
to identify any potential water availability problems. There are no surface water diversions
within this reach of stream (See Appendix D). Based on this analysis staff has determined that
water is available for appropriation on East Fork Parachute Creek. from the confluence of JQS
and Golden Castle Gulches and extending downstream to the confluence of Second Anvil Creek.
to preserve the natural environment to a reasonable degree without limiting or foreclosing the
exercise of valid existing water rights.

CWCH Staff's Inslream Flow Ret'ommcndation
Staff recommends the Board form its intent to appropriate on the following:

Stream; East Fork Parachute Creek
Water Division: 5
Watershed: Parachute Creek
Counties: Garfield
Upper Terminus; JQS & Golden Castle Gulch (Latitude: 390 35' 08") (Longitude: 107054' 55")
Lower Terminus: Second Anvil Creek (Latitude 390 3..1-' 05'.)
