This f~ow recommendation is driven by ~he <br />average depth criteria. <br /> <br />The Fourmile Creek wa~ershed has his~orica~lY been in agricul~ural use, but is <br />experiencing rapid subdivision. As subdiv~sion increases, more demands will <br />be made on ~he ltmi~ed wa~er resources. It is tmpor~an~ that instream flow <br />righ~s be es~ablished to pro~ec~ ~he na~ur~l aquatic environment while wa~er <br />developmen~ occurs. The BLM requests that, ~he Board recognize tha~ ~his <br />recommenda~ion is based only upon the min~um flows necessary ~o support cold- <br />water fishery values. In ~he future, BLM \nay wish to work with the Board <br />andlor through ~he Colorado water rights system ~o appropria~e flows to <br />protec~ o~her resource values.
