, -,

2

4.5 cfs is needed ~o mee~ ~wo ins~re~ flow criteria and is therefore
recommended ~o pro~ec~ ~he over-wint,ring fish population from
November 1 through March 31. This f~ow recommendation is driven by ~he
average depth criteria.

The Fourmile Creek wa~ershed has his~orica~lY been in agricul~ural use, but is
experiencing rapid subdivision. As subdiv~sion increases, more demands will
be made on ~he ltmi~ed wa~er resources. It is tmpor~an~ that instream flow
righ~s be es~ablished to pro~ec~ ~he na~ur~l aquatic environment while wa~er
developmen~ occurs. The BLM requests that, ~he Board recognize tha~ ~his
recommenda~ion is based only upon the min~um flows necessary ~o support cold-
water fishery values. In ~he future, BLM \nay wish to work with the Board
andlor through ~he Colorado water rights system ~o appropria~e flows to
protec~ o~her resource values. '

Original da~a shee~s, R2Cross ou~pu~, fish surveys, and photographs of the
cross sections are enclosed ~o support th~s recommendation. We thank both the
Division of Wildlife and the Water Conservation Board for their cooperation in
this effort.

Sincerely,

~h!Ud~

; Frank A.
