Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. There are no decreed surface diversions within
this reach of stream. However, the United States Forest Service has a streamflow quantification
point (QP49E) upstream on Fourmile Creek for 36 cfs. Based on this analysis staff has
determined that water is available for appropriation on Fourmile Creek, between the RGNF
Boundary and Saguache Creek, to preserve the natural environment to a reasonable degree
without limiting or foreclosing the exercise of valid existing water rights,

CWCB Staffs Instream Flow Recommendation
Staffrecommends the Board form its intent to appropriate on the following stream reach:

SeQment: National Forest Boundary to Saguache Creek

Upper Terminus: Rio Grande National Forest Boundary at
(Latitude 380 05' 02") (Longitude 106033' 08")
Lower Terminus: Saguache Creek at
(Latitude 380 04' 44") (Longitude 106030' 57")
Counties: Saguache
Length: 2.3 miles
USGS Quad(s): Grouse Creek
Flow Recommendation: 0,20 cfs (January 151 - December 3151)

Founnile_ Creek _ ISF _ RPT _v 1.doc

- 7 -
