RULING OF REFEREE AND DECREE OF THE WATER COURT

IN THE MATTER OF THE APPLICATION FOR WATER RIGHTS OF
THE COLORADO WATER CONSERVATION BOARD ON BEHALF OF
THE PEOPLE OF THE STATE OF COLORADO

IN LEFTHAND CREEK, A NATURAL STREAM
IN THE WATERSHED OF THE ST. VRAIN RIVER
IN BOULDER COUNTY, COLORADO.

This Application was filed on December 23, 1986, and was
referred to the Water Referee for Water Division No.1, in accor-
dance with C.R.S. 37-92-101, et seq. (1990 Repl. Vol. 15). All
notices of the filing of this ~pplication which are required by
law have been fulfilled and the Referee has, jurisdiction of this
Application. Statements of Opposition were filed by the Left
Hand Ditch company and by the St. Vrain & Left Hand Water Conser-
vancy District. On March 16, 1987, the Division Engineer submit-
ted a Summary of Consultation recommending approval of the Appli-
cation. The Left Hand Ditch Company has approved the form of
this decree. The st. vrain & Left Hand Water Conservancy Dis-
trict has entered into a Stipulation with the Applicant.

The Referee having made such investigations as are neces-
sary to determine whether or not the statements in the Applica-
tion are true has become fully advised with respect to the sub-
ject matter of the Application.
