A ruling of the referee in this matter was entered on May
2i1. 1985. Appl icant protested the rul ing and a hearing was held
on August 20. 1985. upon con.idering applicant's protest and an
amended con.ultatlon report from Thomas A. Kelly. assistant.divi-
sion engineer for water division 4. the Court found that the
referee's.ru1ing should be amended to increase the amount of min-
imum stream flow approved.

All matters contained in the applicatIon have been reviewed
and testimony taken where sucn testimony I. neces.ary and the
court finds that the statement. contaIned in the application are
true and that appl icant is entitled to the water right reque.teO
in the application.
