This referee's report and ruling supercedes and amends
the referee ,'5 report and ruling previously filed on March
10. 1982 where it was stated "cubic/feet/foot." and now
stands corrected to read "cubic feet/second." All else remains
unchanged and is stated 8S follows:

THIS MATTER coming on to be heard this day before
the undersigned referee, upon examination of the records
and files herein. and upon his investigation, hereby makes
the following findings and rulings therein:
