The Colorado Water Conservation Board filed this application
on December 27, 1994. The application was referred to the Water
Referee for Water Division No.3, in accordance with C.R.S.
~~ 37-92-101, et seg. (1990 Repl. Vol. 15). The Colorado Water
Cons~~ation Board gave the notices required by law and the
Referbe has jurisdiction of this application. The San Luis
Valley Water Conservancy District filed a Statement of Opposition
in this matter. The Applicant and the Conservancy District
entered into a Stipulation on April 7, 1997. On June 28, 1996,
the Division Engineer submitt~d a Summary of Consultation and the
Referee has given it due consideration.

The Referee having made such investigations as are necessary
to determine whether the statements in the Application are true
and being fully advised with respect to the subject matter of the
Application.
