CONCERNING THE APPLICATION FOR WATER RIGHTS OF THE
COLORADO WATER CONSERVATION BOARD
ON BEHALF OF THE PEOPLE OF THE STATE OF COLORADO

IN THE CACHE LA POUDRE RIVER

IN LARIMER COUNTY

This Application was filed on December 21, 1987 and was
referred to the Water Referee for Water Division No. 1 in accor-
dance with C.R.S. 37-92-101, et seq. All notices required by law
of the filing of this Application have been fulfilled and the
Referee has jurisdiction of this Application. Statements of
Opposition were filed by the City of Thornton and Excalibur
Resources Company. On April 18, 1988, the Division Engineer sub-
mitted a Summary of Consultation recommending approval of the Ap-
plication. The City of Thornton has stipulated to this decree.

The Referee has made such investigations as are necessary
to determine whether the statements in the Application are true
and has become fully advised with respect to the subject matter
of the Application.
