The source of the water is: <br /> <br />Illinois River, tributary to North Platte River. <br /> <br />5. The date of appropriation is: <br /> <br />May 8, 1992. <br /> <br />6. The appropriation was initiated by: <br /> <br />Colorado Water Conservation Board action pursuant to C.R.S. <br />37-92-102(3) and 37-92-103(3), (4), and (10). <br /> <br />7. The water was applied to beneficial use on: <br /> <br />May 8, 1992. <br /> <br />a. The amount of water awarded is: <br /> <br />3.0 cfs, Absolute, from April 1 through october 31, each year; <br />and 1.5 cfs, Absolute, from November 1 through March 31, each <br />year. <br /> <br />9. The use of water is: <br /> <br />Minimum stream flow to preserve the environment to a <br />reasonable degree. <br /> <br />10. Applicant shall not oppose, object to, or protest a change in <br />point of diversion of an absolute water right upstream from its <br />decreed point of diversion to a new point of diversion within the <br />reach of the minimum stream flow decree applied for, when the owner <br />of such water right (a) is entitled to extend the head of such <br />ditch upstream pursuant to the provisions of C.R.S. 37-86-111, or <br />(b) seeks to improve the grade and location of all or part of the <br />
