On February 12, 1993, the Division <br />Engineer submitted a Summary of Consul tation. The Di vision <br />Engineer has recommended approval of the Application. <br /> <br />No Statement of Opposition to the Application has been filed <br />and the time for filing such statement has expired. <br /> <br />The Applicant has agreed not to oppose certain types of <br />applications for change of point of diversion, which may be filed <br />by upstream water users as a result of the decree in this cases. <br />Applicant's agreement is incorporated into the Referee's Ruling. <br /> <br />The Referee has made such investigations as are necessary to <br />determine whether the statements in the Application are true and <br />has become fully advised with respect to the subject matter of the <br />Application. <br /> <br />IT IS HEREBY THE RULING OF THE WATER REFEREE: <br /> <br />1.
