(1) Date of initiation of appropriation: March 14, 1986. (2) Date water applied to beneficial use: Water was first applied to beneficial use on March 14, 1986, putsuant to 5 37-92-103(4), C.R.5. (1973). (3) How appropriation was initiated: By applicant's approval of its staff's final recommendations at a regu- larly scheduled meeting, sUbsequent to having requested and considered recommendations from the Division of Wildlife, and the Division of Parks and Outdoor Recreation. d. Amount of water claimed: Instream flow of 3.5 c.f.s., absolute. The above 20 appropriations are made pursuant to the ~rovisions of 55 37-92-102(3) and 37-92-103(3), (4), and (10), C.R.S. (1973 and 1985 5~pp.), the terms and conditions of the Agreements annexed hereto as Exhibits 1-6, and the terms and conditions of the follow~ng agreements: 1. Colorado Department of Natural Resources/~eystone Arapahoe Limited Partnership. 2. Colorado Department of Natural Resources/~reckenridge Ski Area. 3. Colorado Department of Natural Resources/Copper Moun- tain, Inc. These agreements and their respective amendments are attached hereto as txhibits 7, 8, and 9. The ~urpose of these appropriations by the State of Colo- rado is to preserve the natural environment to a reasonable degree. The natural environment will be preserved to a reason- able degree by the water available for the appropriations made; there is a natural environment that can be preserved to a reason- able degree with the Board's water rights herein, and such envi- ronment can exist without material injury to water rights.
