Robb <br />Chairman <br /> <br />During the past year. the Division of Parks and Outdoor <br />Recreation has discussed with the Colorado River Endangered <br />Fish Recovery Implementation Committee a multi-year lease of <br />water storad in Steamboat Lake to the U.S. Fish and Wildlife <br />Service (Service). <br /> <br />Kathleen M. McCleam <br />Member <br /> <br />The intent is to release 2000 acre feet from Steamboat Lake <br />(by means of Willow Creek and the Elk River) to the Yampa <br />River for the use of the Endangered Fish Recovery Program. <br />The additional water is to enhance habitat conditions for the <br />endangered fish from August through October in the Yampa River <br />between Hayden. Colorado and its confluence with the Green <br />River. <br /> <br />Jose G. Trujillo <br />Member . <br /> <br />The lease negotiations have been complicated by considerations <br />over whether Parks' 1990 decree (Case#90-CW-OI, attached) at <br />Steamboat Lake must be amended to allow for such use. The <br />Service has, however, agreed to a one year only lease during <br />the month of October, 1991. The 2000 acre feet would be <br />evenly distributed over an approximate 25 day period, at about <br />the rate of 40 cfs. <br /> <br />I would like to request your approval this year only to <br />release the water and deliver it to Dinosaur National Monument <br />in order to implement this lease. Our analysis of the impact <br />upon other water.rights indicates that no water right would be <br />injured by this operation. We have discussed this with Ed <br />Blank and Hal Simpson.
